About

Caldwell Fletcher graduated with a B.A. in English from the University of the South in Sewanee, TN in 1981. He achieved his J.D. Degree in 1987 from South Texas College of Law, where he was on Law Review, and received the Order of the Coif.


In 2004, he published the article “Subclaims and Election of Remedies: An Outmoded Defense” which was presented to his colleagues in the Texas Bar and Workers’ Compensation Claim Adjusters in several continuing education

classes.


At the time, health insurers could not identify or prosecute their claims (subclaims) for reimbursement due to Claimant confidentiality in w.c. claims. He was enlisted by a coalition of health insurer clients to address, with the assistance of a lobbyist, this disparity in the law. He:

  • 2001 - authored and got the legislature to pass HB 1562
  • 2005 - worked with the legislature on HB 251 so as to further implement the legislative intent on the prior HB 1562
  • 2005 - worked with the DWC on rule making (specifically, Rule 101.22) to enable the prior enacted legislation
  • 2006 - secured a sponsor for HB 724, which ultimately became part of Texas Labor Code Section 409.0091
  • 2007 - TLC Sec. 409.0091 passed and signed into law


In 2005, Caldwell became president of 4600 Texas Group, Inc., a vendor to the group health and managed care industries.
